The Cold War: Memory and Forgetfulness

Der Kalte Krieg: Erinnerung und Vergesslichkeit |

Abstract: A history lesson in a modern Russian school: At the beginning, a song by Elvis Presley is being played. The teacher: “You have just listened to a song performed by Elvis Presley, one of the most famous American singers in 1950 and 1960s. The selection of the song is not random, because today we will talk about the United States and the Cold War.” This example of a school lesson on the history of the Cold War shows how difficult is for modern teachers and their students to reconstruct the correct perception of the situation during the Cold War. Twenty-five years passed since the end of this global confrontation, which permeated all aspects of people’s lives in many countries and their fear for the fate of their loved ones in the event of nuclear war. What memories have remained about this important era in the second half of the XX century, and how strong are the forces of “forgetfulness”?

What memories have remained about this important era in the second half of the XX century, and how strong are the forces of “forgetfulness”?

The Cold War the Historical Science

Russian historical science has done much to comprehend the phenomenon of the Cold War. A large team has worked on it and published monographs and articles.[1] Russian scientists participated in the writing of the most authoritative international study of the history of the Cold War, “The Cambridge History of the Cold War”.[2] At the same time, two well-known historians, Vladislav Zubok and Vladimir Pechatnov, have noted, in an important review of Russian historiography, that the rapidly changing scope of the study of the Cold War had a negative impact on the conceptual bases of research. In their opinion, the quality of the history of Cold War research has suffered from changes in concepts, from the official Soviet stand on the new thinking and Gorbachev’s pro-Western “euphoria” in the early 1990s. They stated that the time for a revisionist and post-revisionist assessment of the history of the Cold War appeared in Russia in the early 2000s.[3]

Russia’s approach to the Cold War, from the standpoint of “revisionism”, was connected to a focus on criticism of Stalinism in the genesis of the Cold War and the revision of the Soviet approach to the origins of the confrontation. Researchers at the Institute of the USA and Canada in the Russian Academy of Sciences, on the contrary, actualized criticism of US policy in the period of origin of bipolarity (Russian: “antirevizionizm”). Historians of the Institute of World History, Russian Academy of Sciences, and of the Moscow State Institute of International Relations (MGIMO) paid more attention to the comprehensive study of diplomatic and political aspects of the origins of the Cold War (“diplomatic” approach). There are many concepts and interpretations of the Cold War that are difficult to “reconcile” with the school history of the Cold War.

The Cold War on Russian TV

Television remains the most important media, influencing the minds and collective memory of the people of Russia. Thanks to television, the state has the ability to affect the moods of broad social groups. The Russian federal TV channel, Star, began broadcasting in 2005. In October 2015, the channel broadcasted a documentary film: “The Cold War”. Parts of the old Soviet “grand narrative” about the beginning of the Cold War were skillfully woven into the plot of the film.

For example, the initiative for the outbreak of the Cold War was shown as extremely hostile policy from only one side, that of the former Western allies of the USSR: the USA and England. Major crises of the Cold War, according to the filmmakers, were provoked only by policies of the USA and its allies. Nevertheless, the filmmakers emphasized that the West did not win a complete victory in the Cold War because Russia has managed to preserve its spirit and culture. This represents the construction of a positive image of the past, without a defeat – an important contribution to the formation of the contemporary Russian patriotic identity.

The Cold War in Film

In the early 1990s, the Russian cinema said goodbye to the Cold War, joking about the struggle between the USSR and the USA. In 1992, the famous Soviet film director, Leonid Gaidai, released the film ‘There’s good weather in Deribasovskaya, it’s raining again in Brighton Beach’. The title of the film paraphrased well-known code passwords that started conflicts. For example, the words, “it rains in Santiago”, marked the beginning of the military coup in Chile in 1973 against the government of Salvador Allende, who was supported by the Soviet Union. However, in Gaidai’s film, there was no confrontation between the USSR and the USA.

On the contrary, the security services of the USSR and the US were fighting together against the Russian mafia in New York in rather comical situations. However, it is well known that, in Soviet cinema, an image of the enemy had been created in the Cold War epoch. Detective films were not only a form of entertainment but also the promotion of the image of the enemy. As shown by recent studies, these images can be stored in the memory for a long time.[4] An image of the hero who took part in the bloody battle in Afghanistan, in the era of the Cold War, appeared in the film ‘Company 9’ (2005). It seemed that the film had to form a collective memory of the glorification of the Afghan war. However, the movie received mixed reviews and much criticism from the Russian Afghan war veterans. However, in Russia, a computer game was created in the “documentary” genre, called “The Truth about the Ninth Company”.

The Logic of Collective Forgetting

The memory of the Second World War or, as it is called in Russia, the Great Patriotic War (1941-1945) is more important than memory of the Cold War. The Soviet Union collapsed as a result of the Cold War. However, the Soviet Union became a great power in the Second World War. All other images of Russian great-stateness do not function, at the moment, as effectively as the image of the great Russian victory in World War II. Thus, the Russian authorities are trying to build a patriotic collective memory and identity on the basis of the history of the Great Patriotic War.

The Cold War is on the path to oblivion.

Im Jahr 1992 veröffentlichte Leonid Gaidai, der berühmte sowjetische Filmregisseur, den Film “There’s good weather in Deribasovskaya, it’s raining again in Brighton Beach”.

Undoubtedly historical science affects the historical consciousness of society. It should be noted that propaganda campaigns particularly directed and supported by the state make the formation and transformation of historical memory much more. Russian historical science of the post-Soviet period, is not subject to totalitarian pressure, demonstrating a variety of approaches and multidirectional assessment of both the causes and consequences of the cold war.

At the same time the bulk of news channels and talk shows dedicated to issues of today Russian foreign policy and international issues in general are really trying to change the public perception of the historical lessons. The sheer number of political talk shows and analytical programs which are published regularly in daytime and in prime time said if not about the public interest on a certain state order.

We have to admit that sounding main refrain of the continuation of the cold war also is a kind of attempt to revise its outcome: if it is still going, so not too early to talk about defeat. This also fits in with the noted by Professor A.S. Hodnev mode “Design of a positive image of the past with no defeats” which he calls “an important part of the formation of modern Russian Patriotic identity”. Note that this trick is not new. Remember though that defeat in an unequal battle cruiser “Varyag” is rooted in the mass historical consciousness as a model of heroic sacrifice and unwavering loyalty to the military duty.

Long before the events of the Russo-Japanese war the same technique was used by the British remembering the charge of the light brigade in the battle of Balaklava as a feat of cavalry of unprecedented courage glorified by Tennyson and Kipling and also movies. Or repeated by the Americans the slogan “remember the Alamo”.

Prof Sergej V. Demidov, PhD, Director of the Institute of Humanities, State University for Radio Engineering

    ——————————————–

One of the popular trends in historical science of the twenty-first century is research in the field of politics of memory. I agree with Alexander S. Khodnev that the community of historians and politicians pay great attention to the memory of the Great Patriotic War.

If we talk about the Cold War, we can say that this topic is rarely touched on TV. Nevertheless, this fact does not testify a collective forgetting of the Cold War. Its image still exists in the public mind. Internet users often discuss political news in social networks and give examples from history, including the experience of the Cold War. This is especially when the condition of current relations between Russia and the USA is discussed. In addition, events of the past century haven’t disappeared from the pages of the Russian press. Last October the Internet portal Life published an article about the film Star Wars, which became known during the Cold War. The author of the article emphasizes that confrontation between world powers is continuing. He suggests that mankind has the potential to return to the inventions of the Cold war. At the beginning of this year, the websites of the newspapers Vedomosti and Gazeta.ru published articles that treated the reproduction of events of the Cold War in the former case and the Soviet propaganda of this period in the second case. While the portal Life attracts its readers with two tests on the topic of the Cold War. The first of these is called “Would you have built a bunker during the Cold War?” In the second test, readers are encouraged to decide whether a number of given citations come from Nikita Khrushchev or J.F. Kennedy.

Latetly, the confrontation between the US and Russia also resurfaces in American discourses. A recent opinion poll showed that American citizens believe that the Russian Federation is the biggest threat to their security.

The problem that Alexander S. Khodnev raises in his article is very relevant for the modern system of school history education in Russia. In fact, Russian history teachers today pay great attention to the study of the Second World War; however, the analysis of the events of the Cold War is not less important. In their treatment of this epoch teachers can draw on a variety of sources – documentary and feature films (as mentioned by the author), and also photos, posters, caricatures and even computer games.

On the one hand, the use of computer games in history lessons helps the teacher to acquaint pupils with real historical events and characters; on the other hand, it increases interest in history among children. Some computer games that are set during the Cold War recreate the real historical events that occurred during the confrontation between the USSR and the USA, such as the war in Korea 1950-1953, the war in Vietnam, the Chernobyl Accident and others. This is an obvious advantage of computer games. But on the whole, unfortunately, many computer games on the history of the Cold war are unrealistic. They show fictitious events and conflicts. In addition, the creators of the games, as a rule, focus attention on armed clashes and attacks. When playing these games you might think that the Cold war was nothing more than a number of bloody battles and fights. The ideological struggle is not shown at all. This reduces the educational value of computer games on the history of the Cold War. They are unlikely to help the teacher to create a memorable image of the Cold war, acquaint pupils with real historical events and characters as well as the propaganda and culture of this period. Students will have difficulties to put themselves in the shoes od the residents of the two opposing blocks of countries and to understand their condition, thoughts, feelings and actions.

Alexander S. Khodnev raises a very important problem in his article, namely, “forgetfulness” of the Cold War. Indeed, at present the Russian society attaches greater importance to the Great Patriotic War than the Cold War.

However, the Cold War is one of the significant issues in the school course of History. School books contain a lot of factual information on this topic theme, after learning that, the pupils are able to reproduce the main events of the Cold War and its outcomes. But, it should be noted some shortcomings of school books: there is an insufficient number of illustrations, and the absence of a precise notion of the Cold War in books. Some books almost don’t contain photos and caricatures of the Cold War. I found two caricatures devoted to the Marshall Plan in one the book, but, unfortunately, I did not find any tasks for them. If the teacher will work with these caricatures at the lesson, most likely the pupils do not think about the meaning of these illustrations at home.

As for the phenomenon of the Cold War outside the educational sphere, it should be said that the Russian cinematograph has a documentary and feature films about the events of the Cold War. The Cold War is sometimes mentioned in the media, when it comes international relations, discusses some of the controversial issues. For example, the theme “The continuation of the Cold War” was discussed in the Russian TV program “The right to vote” at the beginning of 2016. The participants of television program talked about the modern relations between Russia and the USA, about their incessant disagreements and discussed The Sinews of Peace.

Films about the Cold War and the discussion of this issue in the media indicate that the phenomenon of the Cold War is not ignored and the issue of its study is relevant.
